Clearance and access by country

India

  • Stores cannot be gated in before the vessel's agent has filed arrival documents through the Port Community System; the delivery window opens when customs entry is granted, not when the vessel berths.
  • Bonded and duty-free stores for a foreign-going vessel move against a stores shipping bill filed with Indian Customs. Plan on one to two working days, and longer where the call spans a public holiday.
  • Every person entering the terminal carries an ISPS pass. Driver and helper details go in ahead of the run, and the Major Ports verify them before the pass is issued.
  • Supply to a foreign-going vessel is zero-rated for GST against valid export documentation. A2Z issues that documentation with the invoice, so the exemption is evidenced rather than asserted.
  • Garbage and sludge landing is a separate, licensed activity: it must go to a Pollution Control Board authorised contractor against a signed MARPOL receipt, and is not covered by a stores delivery.

Sri Lanka

  • The local agent lodges the stores list with Sri Lanka Customs ahead of arrival. Late filing, not transport, is the usual reason a delivery slips.
  • Bonded and duty-free stores clear through the Customs Bond Division; allow a working day between approval and the delivery window.
  • Harbour passes are issued by Sri Lanka Ports Authority security. Delivery crew carry NIC or passport, and the details are submitted in advance.
  • Anchorage and OPL deliveries need a licensed supply boat and the Harbour Master's clearance. Both are booked ahead — neither can be arranged alongside the vessel.
  • Waste and sludge reception is booked separately through an SLPA-approved contractor.

U.A.E

  • The agent lodges the port call and stores manifest through the emirate's own trade portal. Each emirate runs its own system, so a vessel calling at two U.A.E ports files twice.
  • Bonded and duty-free stores move out of free-zone warehousing under customs seal. Allow one to two working days for the declaration.
  • ISPS gate passes require passport or Emirates ID details for every driver, submitted before the run rather than at the gate.
  • Anchorage and OPL deliveries are made by licensed supply boat and are subject to port control and, at the eastern ports, Coast Guard approval.
  • A2Z's U.A.E deliveries are made under its own Meydan Free Zone ship chandlers licence, with local approvals arranged per emirate.
